An assault case from October 2020 in the Eliot neighborhood has led to an arrest. The case was publicized though a Crime Stoppers of Oregon alert in May ( https://www.portlandoregon.gov/police/cs/read.cfm?id=311721 ) which included surveillance video.

Since that time, Portland Police Assault Unit detectives continued to work the case and this month obtained an arrest warrant for Assault in the Second Degree for Jacob T. McLaughlin, 32. Today, Portland Police learned that McLaughlin was arrested on the warrant by the Nisqually Tribal Police, east of Olympia, Washington.

The identification in this case was made through investigative means. But PPB is grateful for the community's response to this and other Crime Stoppers cases. Crime Stoppers of Oregon offers cash rewards of up to $2,500 cash for information, reported to Crime Stoppers, that leads to an arrest in any unsolved felony crime and tipsters can remain anonymous.

###ORIGINAL CRIMESTOPPERS PRESS RELEASE BELOW###

The Portland Police Bureau, in partnership with Crime Stoppers of Oregon, is asking for the public's help to identify the suspect in felony assault investigation that began in October 2020.

On October 20, 2020, at approximately 6:00 p.m., Portland Police Bureau officers responded to the area of Northeast Martin Luther King Jr. Boulevard and Graham Street on the report of a man who'd been assaulted.

Officers arrived in the area and contacted the 55-year-old male victim who was suffering from various injuries. The victim told police that he was walking on the sidewalk when an unknown suspect pulled over in a vehicle and got out and attacked him. The victim described the suspect as a Black male, 6'1" tall, slim build. The victim told police that a female passenger got out of the vehicle also and was left behind when the suspect drove away. The victim described the female passenger as a white female, 5"2" tall, 160 pounds, short "boyish" brown hair, and possibly homeless.

Investigators located area surveillance video that showed the suspect pull over in a vehicle and assault the victim. The suspect vehicle appears to be a mid-2000s Cadillac CTS, possibly silver in color, with what appear to be a Washington license plate on the rear of the vehicle (no front plate).

Surveillance video is being released to aid in this investigation and can be viewed and downloaded at https://youtu.be/2uUD3sNWsgk

Investigators are asking for the public's help to identify the suspect and the female passenger.

Crime Stoppers of Oregon offers cash rewards of up to $2,500 cash for information, reported to Crime Stoppers, that leads to an arrest in any unsolved felony crime and tipsters can remain anonymous.
