On Tuesday, October 12, 2021, at 9:44 a.m., East Precinct officers responded to a call regarding a suspicious person with a gun in a parking lot of a grocery/retail store. The caller reported seeing a male, later identified as 27-year-old Jacob Hall, exiting his vehicle and putting a gun in his waistband. When approached by the caller, Hall went back to his vehicle and retrieved a chain, which he began swinging at the caller in a menacing manner.

Officers arrived and discovered Hall had entered the store. Meanwhile, officers contacted two people waiting in Hall's vehicle and discovered both had outstanding warrants: 35-year-old Justin Loki and 19-year-old Quinton Pauley were taken into custody.

Officers coordinated with store security who were watching Hall in the shoe department. Officers took Hall into custody without incident. Hall's stolen, fully loaded Ruger 9mm handgun was found in a box of work boots.

Hall was found to be on post prison supervision for Kidnap in the Second Degree and has a Restraining Order against him. He was charged with Menacing with a gun, Felon in Possession of a Firearm and Theft in the First Degree.
