The victim in Sunday’s homicide in the Centennial Neighborhood is identified as 34-year-old George Edward Rowe IV. He was also known as Tylor Rowe. Rowe’s family has been notified of his death, and they provided the attached picture for public release.
The investigation into this homicide continues.

The Oregon State Medical Examiner’s Office has ruled Sunday’s Centennial Neighborhood death as a homicide by gunshot. The name of the victim will be released after family members are notified.

On November 7, 2021, at 5:22 p.m., officers from the East Precinct were dispatched to a welfare check in the 2300 block of Southeast 148th Avenue on a person down in the street. Officers arrived and found the person was deceased. A preliminary investigation led to the activation of the Major Crash Team (MCT) for a possible hit and run to a pedestrian. The MCT notified the Oregon State Medical Examiner’s (ME’s) office who responded and determined that the victim had not been hit by a vehicle.
The Portland Police Bureau Homicide Division has responded to take over the investigation. The cause and manner of death will be determined by the ME’s office. Southeast 148th Avenue is closed between Southeast Caruthers Street and Southeast Grant Street while the scene is being investigated.
