On November 14, 2021, at 11:19 p.m., a member of the community and Portland Police officer were involved in an automobile accident at the intersection of Northeast Sandy Blvd and Northeast Prescott Street.

The officer was driving to a call for service with their lights and sirens on while traveling down Northeast Sandy Blvd. The community member was leaving a parking lot in the 8800 block of Northeast Sandy Blvd, attempting to cross all lanes of travel to head west on Northeast Prescott Street, when the collision occurred. The officer’s patrol vehicle continued down Northeast Sandy Blvd, hitting and knocking down a utility pole before coming to a rest.

The officer and other driver were taken to an area hospital with non-life-threatening injuries. The driver of the other vehicle, 51 year-old Bonnie L. Harvey of Portland, was issued a citation for DUII and Reckless Driving.

During the crash investigation, officers were talking with witness on the sidewalk in front of a residential driveway when an irate driver pulled up yelling at everyone to move and to get off of his property. The irate driver grew impatient and drove his car into the group of six people standing there (three officers and three community members), striking one officer with his vehicle while the others jumped out of the way.

The driver was then uncooperative when officers told him he was under arrest. The officers had a brief struggle with the driver as they tried to take him into custody, additionally, an electronic control weapon (taser) was used against the driver during this incident.

The driver of the second incident, 46 year-old Paul Daniel Dillon of Portland, was arrested for DUII, Reckless Driving, and Resisting Arrest. This investigation is ongoing and additional charges may be recommended after the investigation is completed. Dillon will be transported to the Multnomah County Detention Center to be lodged.
