The occupants killed in this double fatal crash are identified as Jessie R. Ugelstad, 27, of Portland, and Steven C. Alcorn Jr., 36, of Portland. Their families have been notified of their deaths. A third occupant, an adult male, is recovering from injuries received in the crash.
Investigators have determined that the 2018 Honda Civic they were in was traveling at an extremely high rate of speed eastbound North Lombard Street when the driver lost control of the vehicle. It left the roadway, hit a power pole and several other objects, causing the vehicle to spin and flip until it came to rest just west of North Chautauqua Boulevard. The force of the crash ejected and caused fatal injuries to the two men who died. Speed and alcohol are believed to be factors in the crash. No arrests have been made.

This marks the 64th and 65th traffic fatalities for 2021 in the City of Portland, the most since 71 people died in 1987. There have been 72 Major Crash Team activations this year.

A rollover crash has resulted in the deaths of two people on North Lombard Street in North Portland.
On Thursday, December 16, 2021 at 2:54a.m., North Precinct officers responded to a report of a crash at North Lombard Street and North Chautauqua Boulevard. When they arrived they found a car had rolled over and struck multiple objects including a utility pole. Two people were deceased and a third injured person was transported to the hospital with critical injuries. Preliminary information indicates it was a single vehicle crash and no other vehicles are involved.
The Portland Police Major Crash Team is responding to investigate the crash. During the investigation, North Lombard Street is closed between North Chautauqua Boulevard and North Wayland Avenue. The closure will likely be in place for several hours.
The PIO is not responding to the scene. More information will be released when appropriate.
