On Wednesday June 19, 2013, officers from the North Precinct Neighborhood Response Team (NRT) arrested three people as part of a drug investigation started after neighborhood complaints about drug dealing at the Arbor Lodge Mobile Home Park, located at 6415 Northeast Killingsworth Street.

Officers developed information that the residents of space #7 were involved in trafficking heroin.

On Wednesday morning, officers stopped a vehicle leaving the mobile home park and discovered the vehicle contained nearly 10 ounces of heroin and more than $1,000 in cash. The driver, 44-year-old Fernando Nery-Lamas was taken into custody.

Officers then contacted the residents of space #7, 30-year-old Kevin Whitten and 32-year-old Janna Vanderwerf, and upon a search of the residence officers located another ounce of heroin. Whitten and Vanderwerf were taken into custody and their two-year-old daughter was taken into protective custody and turned over the Oregon Department of Human Services.

Whitten and Vanderwerf were charged with Manufacturing, Delivery and Possession of Heroin, and Child Neglect in the First Degree. Nery-Lamas was charged with Delivery and Possession of Heroin.

All three were booked into the Multnomah County Jail.

This investigation was a success due to the diligence of concerned neighbors working with the North Precinct Neighborhood Response Team.

Community members concerned about drug activity in their neighborhood should report the information on line at or call the Drugs and Vice Division Drug Complaint Hotline at (503) 823-3784.
