July 22, 2013 07:50

On Saturday July 20, 2013, at approximately 10:30 a.m., Central Precinct officers arrested James Spencer Hill Jr. after a foot pursuit along the Eastbank Esplanade. Officers spotted Hill riding a bicycle at Salmon Street and he rode away northbound, then got off the bike, climbed a fence and ran across I-5 before being caught by police at Southeast Morrison Street and Water Avenue.

Officers had previously determined that Hill was the suspect in the double stabbing.

Hill was booked in to the Multnomah County Jail on a Probation Violation and will be charged with two counts each of Assault in the Second Degree, Unlawful Use of a Weapon and Criminal Mischief in the Second Degree.

The victims, 28-year-old Jesse Bettis and 30-year-old Joshua Jackson, are continuing to recover from their injuries.

This morning, Saturday July 20, 2013, at 5:17 a.m., Central Precinct officers responded to a residence in the 1400 block of Southeast Division Street on the report of two people stabbed and a suspect on the loose.

Officers and medical personnel arrived and located the victims suffering from stab wounds. The victims, a 28-year-old male resident of the home and a 30-year-old male friend, were transported to a Portland hospital with non-life-threatening injuries.

Preliminary information indicates that the victims were among a group of people at the residence having a small party and the suspect came in and joined them to have cocktails.

When the party was over, the suspect became upset and stabbed the two victims then fled the area, possibly on a bicycle.

Several officers, including a Police K-9, searched the Ladd's Addition area for the suspect but did not locate anyone matching his description.

The suspect is described as a light-skinned African American male in his 20s, 6'0" to 6'1" tall, slim build, pierced ears, short hair, wearing a gray long-sleeve t-shirt that says "ARMY" on the front, dark jeans, dark shoes.

Anyone with information about this incident is asked to contact the Assault Detail at (503) 823-0400.
