UPDATE: Homicide Detectives Charge Shooter in Eliot Neighborhood Homicide (Photo)

Portland Police Detectives have charged Joseph Kelly Banks with Murder in the Second Degree in the shooting death of Mark Johnson. Johnson was shot and killed on March 1, 2022, on the south side of Dawson Park.

The suspect was previously arrested for committing two injury shootings on February 28, 2022. The first non-fatal shooting occurred at 4:45 p.m. at the intersection of North Williams Avenue and Northeast Stanton Street. The second non-fatal shooting occurred less than ten minutes later in the 3700 Block of Northeast Garfield Street.

Banks was arrested March 2, 2022, and booked into the Multnomah County Detention Center.

The victim of the March 1, 2022, homicide has been identified as 55-year-old Mark Johnson of Portland. At this point, the family does not want to make any statements to the media, but they provided the attached photographs for public release.

The Oregon State Medical Examiner conducted an autopsy and determined the manner and cause of death to be homicide by gunshot wound. The investigation is ongoing and no further information is being released at this time.

One male is deceased after a shooting in the Eliot Neighborhood.

On Tuesday, March 1, 2022 at 12:04p.m., North Precinct officers responded to the report of a shooting in the 2900 Block of North Williams Avenue. When officers arrived, they located a deceased male who appeared to have been shot. Officers searched the area for the suspect, while others established a crime scene. Officers were unable to locate a suspect.

The Portland Police Homicide Unit responded to the scene to assume control of the investigation. While this process continues, North Stanton Street will be closed down between North Williams Avenue and North Vancouver Avenue.
