Today, March 11, 2022, 42-year-old Frank Domont Hall, Jr. was sentenced to approximately 18 years in prison for multiple rape cases stretching back 10 years.
On February 22, 2022, Hall pled No Contest (the equivalent of a guilty plea for criminal purposes) to charges of Rape in the First Degree, Attempted Rape in the First Degree, and Sexual Abuse in the First Degree in connection with offenses committed against two Portland victims in 2012 and 2013. The investigation and prosecution that led to this plea were undertaken by the Portland Police Bureau (PPB) and the Multnomah County District Attorney (MCDA) under the Sexual Assault Kit Initiative (SAKI). The nationwide SAKI project seeks justice and healing for survivors of historical sexual assaults, with federal funding to conduct DNA analysis of previously untested sexual assault kits and other evidence, investigate the underlying cases, provide advocacy and support for victims, and prosecute offenders.
Frank Hall committed repeated acts of sexual assault against a female minor in Portland in 2012, and raped a woman at a downtown residential hotel in 2013. Neither case proceeded to prosecution at the time. However, when contacted years later under the SAKI project, both women bravely agreed to be interviewed, to testify in court, and to participate fully in the re-investigation and prosecution of their cases. It is because of their strength that a just outcome could finally be achieved.
Hall was arrested on the afternoon of November 27, 2019, by observant PPB patrol officers who'd been advised to be on the lookout for him. Hall has remained in custody. This morning, March 11, 2022, in the courtroom of the Honorable Judge Bergstrom, Hall was sentenced.
The Hall cases were investigated by Portland Police Bureau Detective Jason Christensen (retired) and SAKI Investigator (and retired California detective) Matt Irvine. Patricia Barrera was the PPB victim advocate for both survivors, and Julie Jacobs was the MCDA advocate. DDA Tara Gardner prosecuted the cases.
