On July 19, 2020, the Portland Police Bureau Major Crash Team responded to the 2600 Block of Northeast 122nd Avenue on a crash in which 58-year-old Joann Dee Mardis was critically injured. Mardis died of her injuries on July 27, 2020.
Investigators with the Major Crash Team determined Mardis’ death was caused by a speed racing incident of which she was not a part of. On Monday, March 21, 2022, the second of the two involved drivers was arrested in connection with Mardis’ death.
32-year-old Vladimir Viktorovich Pavlov was booked into the Multnomah County Detention Center (MCDC) and charged with Manslaughter in the Second Degree and Negligent Homicide.
20-year-old McKinley James Faria has also been booked into MCDC on charges of Manslaughter in the Second Degree and Negligent Homicide.

On July 19, 2020 at 2:12 p.m., East Precinct Officers were dispatched to a crash involving multiple cars in 2600 block of Northeast 122 Avenue. Upon arrival they found that the driver in one of the cars had suffered life-threatening injuries due to the collision. That person was transported by ambulance to an area hospital. The Major Crash Team (MCT) was contacted and dispatched.
On July 27, 2020, the driver who was transported died and has been identified as 58 year old Joann Dee Mardis of Portland. The next of kin has been notified.
This was the 25th call-out for the Portland Police Bureau Major Crash Team and the 26th traffic fatality for 2020.
This is an ongoing investigation.
