PPB Enhanced Community Safety Team Make Three Arrests in Injury Shooting Investigations

Members of PPB's Enhanced Community Safety Team (ECST) have made three significant arrests this week of suspects involved in injury shootings in the City, and additional resources are being deployed to help with the ongoing gun violence problem.

On March 30, 2022, ECST officers arrested 38-year-old Prince Phillip Brown for a shooting that occurred on February 21, 2022. In this incident, East Precinct Officers responded to the 3800 Block of Northeast 82nd Avenue on the report of a shooting. When officers arrived, they were told by witnesses that someone was shot and was being driven to the hospital in a privately owned vehicle. ECST continued with the investigation which led to this arrest. Brown was charged with Attempted Murder in the Second Degree, Assault in the Second Degree, Felon in Possession of a Firearm, Unlawful Use of a Weapon, Unlawful Use of a Motor Vehicle, Unlawful Entry of a Motor Vehicle, Possession of a Stolen Motor Vehicle, and Eluding on Foot.

The second arrest occurred following a shooting just after midnight on March 28, 2022. North Precinct Officers were dispatched to a shooting call in the 6300 Block of Northeast Marine Drive at what 911 callers were describing as a street racing event. Officers arrived and found nearly 100 spent shell casings. As officers started processing the scene, local hospitals began reporting “walk-in” gunshot victims. In total, a 21-year-old male, an 18-year-old female, a 16-year-old juvenile male, and an 11-year-old juvenile male arrived at local emergency rooms. It is unclear at this time if the 11-year-old was hit by gunfire or if his wound was caused by shrapnel. The other three were treated for non-life threatening gunshot wounds.

ECST soon discovered evidence identifying 21-year-old Adrian Dangelo Ramirez as a shooter. Ramirez was treated for his gunshot wound and booked into the Multnomah County Detention Center on the charges of Attempted Murder in the First Degree, Assault in the First Degree, and Unlawful Use of a Weapon. ECST detectives believe there were other shooters. Investigators are appealing to the public for witnesses to come forward and those who have video of the incident to share that.

The third arrest occurred on March 24, 2022 following an incident on the same day. At approximately 11:02 pm, Central Precinct Officers were dispatched to the 1400 Block of Southwest Jefferson Street. When officers arrived they found a man who was suffering from a gunshot wound to the chest. The first responding officer immediately retrieved his Individual First Aid Kit (IFAK) and packed the wound with gauze treated with a specialized clotting agent. A second officer prepared and applied a chest seal. The efforts of these officers likely saved the victim’s life. Paramedics soon arrived and took over life-saving efforts.

ECST responded to the scene to assume control of the investigation and ultimately determined the shooter to be 29-year-old Gabriel Harrison. Harrison was arrested and charged with Attempted Murder in the Second Degree, Assault in the First Degree, Assault in the Second Degree, Unlawful Use of a Weapon, and Menacing. The Enhanced Community Safety Team (ECST) is the unit within the Portland Police Bureau tasked with investigating non-fatal shootings. The team is comprised of Officers, Detectives, and Sergeants. ECST is on-call and regularly responds to shooting scenes at all hours to assume control of investigations. In the past week alone, ECST has made three arrests associated with recent shootings.

ECST reports that in the past seven days, 23 people have been injured (one fatally) by gunfire. ECST continues to work closely with the Focused Intervention Team (FIT) to respond to gun violence. In at least three cases, ECST believes the injuries would have been fatal except for the officers' use of their trauma first aid training and the medical supplies in the IFAKs (Individual First Aid Kits), including tourniquets, wound packing, and chest seals.

ECST continues to work closely with Patrol Officers and the Focused Intervention Team (FIT) to respond to gun violence and investigate the large number of injury shootings. To help with swift police response, members of ECST are working patrol shift overtime in collaboration with FIT on Friday and Saturday nights, and will continue as resources allow for the foreseeable future.

ECST investigators consider all gunfire aimed at Portland community members to be attempted murder cases. Eyewitnesses or video evidence is crucial in solving these cases and these crime victims need people to come forward with any information.
