Suspect Arrested, Search Warrant Served in Connection with Bias Crime Investigation

In the early morning hours of Wednesday May 25, 2022, Portland Police Bureau (PPB) investigators, assisted by members of the Clackamas County Sheriff’s Office (CCSO), arrested a 35-year-old man in connection with an April 2022 bias crime at a Northeast Portland community center.

Jarl Judson Rockhill, of West Linn, was arrested after a traffic stop in Clackamas County. After the arrest, a search warrant was served on his vehicle and at his home by members of the CCSO Special Weapons and Tactics Team (SWAT) and PPB investigators. Evidence linking Rockhill to the crime was seized during the search warrant service. Numerous rifles, handguns, and related items were taken for safekeeping as they were not specifically linked to the criminal investigation.

This investigation began on April 29, 2022, when PPB East Precinct officers took a report from the Immigrant and Refugee Community Organization (IRCO), located at 10301 Northeast Glisan Street. IRCO is a Portland-based community organization that assists refugees and immigrants.

The reporting party told officers that an unknown subject placed a neo-Nazi propaganda sticker on the fence of the property in the early morning hours of April 24. Surveillance video given to police showed the suspect and an associated vehicle.

Investigators with the PPB Criminal Intelligence Unit began a follow-up investigation and identified the suspect, Jarl Rockhill, and his vehicle. Investigators applied for and received a search warrant and an arrest warrant for Rockhill, resulting in today’s arrest.

Rockhill was booked into the Clackamas County Jail on the arrest warrant for Bias Crime in the Second Degree. Additional charges of Bias Crime in the First Degree and Criminal Mischief in the Third Degree are pending in Multnomah County.

"We have seen the effects of hate and intolerance and the violence it can lead to,” said Chief Chuck Lovell. "We work regularly with IRCO and continue to build relationships so that our immigrant community can trust police and reach out to us when they need to, such as with this case. I'm grateful for the hard work of Portland Police Bureau investigators and members of the Clackamas County Sheriff's Office in protecting all members of our community.”

This remains an open investigation and anyone with information about Rockhill is asked to send it to CrimeTips@PortlandOregon.gov. The information will be forwarded to investigators.
