The victim killed in this crash is identified as 71-year-old Michael Eugene Sprague, of Portland. His family has been notified of his death.

After an exhaustive investigation that included on-scene assistance from the Multnomah County District Attorney’s Office, Portland’s Major Crash Team determined the driver of a truck hit a man riding an E-bike, then fled the area. North Precinct officers located the suspect’s truck about an hour later. The truck has been seized as evidence. The driver, identified as 41-year-old Kenlly Leyvachi, was booked into the Multnomah County Detention Center and charged with Manslaughter in the First Degree, Reckless Driving, and Failure to Perform the Duties of a Driver.

The investigation is ongoing, and evidence associated to the crime continues to be collected by investigators.

This is the 30th traffic fatality for 2022.

A pedestrian is deceased after a fatal hit-and-run in the Hazelwood Neighborhood.

On Tuesday, June 7, 2022, at 1:33 p.m., East Precinct officers responded to the report of a crash near the intersection of Northeast 100th Avenue and Northeast Glisan Street. When officers arrived, they found a pedestrian had been struck and was deceased. Witnesses reported seeing the suspect vehicle, a truck pulling a flatbed trailer, leave the scene driving North on 100th Avenue.

The truck was located in North Precinct, and the driver of the truck has been arrested. They will be identified pending the outcome of an investigation.

The Portland Police Major Crash Team is on scene to further investigate the crash. During the investigation, Northeast Glisan Street will be closed between Northeast 99th and Northeast 102nd Avenue. MCT anticipates the road being closed for several more hours.
