The victim in this homicide is identified as 21-year-old Joevon Leroy Patterson, of Portland. His family has been notified of his death.

The Medical Examiner determined the manner and cause of death to be homicide by gunshot wound.

The individuals detained after the block search were questioned by homicide detectives and then released. They have not been charged at this time, and the investigation is ongoing. Multiple subjects have been detained after a block search in the Powellhurst-Gilbert Neighborhood related to a shooting homicide investigation.

On Friday, July 8, 2022 at 7:11p.m., East Precinct officers responded to a report of a shooting at Southeast Powell Boulevard and Southeast 112th Avenue. When they arrived, they located one male deceased and another injured. The injured male was transported to the hospital by ambulance and treated. His injuries are believed to be non-life threatening.

The suspects left the scene before police were called. But subsequent investigation led officers to locate possible persons of interest in the area of Southeast 120th Avenue north of Southeast Powell Boulevard. Officers responded and multiple subjects ran. Numerous officers set up a large perimeter around the area. Due to the belief that armed subjects were in the neighborhood, SERT and CNT responded to the scene. The Air Support Unit and K9 Unit officers also responded. Due to the large size of the perimeter, officers from North and Central Precincts also responded to assist.

The area closed included Southeast Powell Boulevard from Southeast 108th Avenue to Southeast 122nd Avenue, and Southeast 122nd Avenue between Southeast Division Street and Southeast Bush Street. All traffic, including pedestrians, were kept out of the area. Community members were notified through the Public Alerts system (https://www.publicalerts.org/) about the police activity and they were asked to stay in place, lock doors and windows, and notify police about any suspicious activity.

During the search, multiple subjects were detained pending further investigation. No other subjects are actively being sought. The search was concluded and the perimeter was lifted at about 12:45a.m. The shelter in place alert has also been canceled.

The Portland Police Homicide Unit responded to the scene to investigate. Tactical teams are responding to assist with a search for a suspect or suspects believed to be involved in a shooting in the Powellhurst-Gilbert Neighborhood.

The Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) are responding to the area of Southeast 120th Avenue and Southeast Kelly Street to assist East Precinct and Focused Intervention Team (FIT) officers. They're looking for suspects believed to be involved in a shooting.

Southeast 122nd Avenue is closed both directions between Southeast Clinton Street and Southeast Bush Street. Southeast Powell Boulevard is closed between Southeast 108th Avenue and Southeast 122nd Avenue. Community members within that perimeter are being asked to lock doors and windows and shelter in place during the search.
