Police Make Arrests, Seize Drugs at Chronic Nuisance Property

On Tuesday, October 8, 2013, at approximately 9 a.m., North Precinct Officers assigned to North Precinct's Neighborhood Response Team (NRT) served a search warrant at a residence in the Arbor Lodge Mobile Home Park, located at 6415 N.E. Killingsworth.

NRT Officers have led the investigation on this chronic nuisance location since the beginning of July 2013, following numerous complaints by neighbors, a nearby school and information gathered from district officers. This investigation was a collaborative effort between NRT, North Precinct patrol officers, neighborhood association groups, the Office of Neighborhood Involvement (ONI) and the Bureau of Development Services (BDS).

Since July, police have served four search warrants, arrested multiple people and taken a two-and-a-half year old child into protective custody. Police have seized three-quarters of a pound of heroin and three-quarters of a pound methamphetamine.

Arrested in today's warrant was:

Charges: Possession of a Controlled Substance (Methamphetamine); Dealing Controlled Substance (Methamphetamine), Dealing Controlled Substance (Methamphetamine) within 1,000 feet of a school; Frequenting a Place where Narcotics are Sold
Patrick Henry Murphy, 69 years old
Jack Daniel Lowe, 45 years old
Kenneth Stocks, 50 years old

Charges: Probation Violation Warrant / Frequenting a place where narcotics are sold.
Kim Chee Eng, 50 years old
Michelle Murphy, 39 years old

Charges: Frequenting a place where narcotics are sold
Vicki Hibdon, 49 years old
Nannette Hibdon, 48 years old

Charges: Possession of Controlled Substance (Heroin)
Brittany Ulrich, 23 years old
