Woman Arrested, Charged with Murder (Photo)

On January 27, 2023, 43-year-old Janae T. Kelley was arrested by the US Marshals Violent Offender Task Force in Chandler, Arizona. Kelley is accused of killing Aaron H. Follstad-Martin on July 15, 2022, in the Powellhurst-Gilbert Neighborhood. Janae Kelley is charged with Murder in the Second Degree and Unlawful Use of a Weapon, and is expected to remain in Arizona pending the extradition process.

The victim has been identified as Aaron H. Follstad-Martin, 44. His family has been notified of his death and provided the attached photograph of Aaron for public distribution. His wife is willing to speak to media. Interested reporters can contact ppbpio@portlandoregon.gov.

The Medical Examiner determined the cause of death to be a gunshot wound and the manner of death to be homicide.

On Friday, July 15, 2022, at 7:52 p.m., officers from the East Precinct were dispatched to a report of a shooting at the intersection of Southeast 124th Avenue and Southeast Powell Boulevard. When officers arrived they found an adult male who was deceased.

The Portland Police Homicide Unit has responded to investigate. If anyone has information about this incident, please contact Detective Rico Beniga at Rico.Beniga@portlandoregon.gov 503-823-0457 or Detective Sean Macomber at Sean.Macomber@portlandoregon.gov.

During the investigation Southeast Powell Boulevard will be closed from Southeast 122th Avenue to Southeast 128th Avenue. Additionally, Southeast 124th Avenue will be closed north of Southeast Powell Boulevard. The PIO is not responding to the scene. More information will be released when appropriate.
