The Multnomah County District Attorney today announced that a grand jury indicted co-defendants Brandon N. Gilpin, 29, and Felisha M. Cunningham, 34, on a number of charges related to this case.
Gilpin was indicted on nine charges: one count of Murder in the Second Degree, two counts of Attempted Murder in the Second Degree, one count of Felon in Possession of a Firearm, three counts of Unlawful Use of a Weapon, one count of Hindering Prosecution, and one count of Tampering with Physical Evidence.
Cunningham was indicted on one count of Hindering Prosecution and one Count of Tampering with Physical Evidence.

The victim in this homicide is identified as 41-year-old Torn Saephan. The Medical Examiner confirmed the manner and cause of death to be homicide by gunshot wound. Saephan's family has been notified of his death and is asking for privacy at this time.

A shooting in the Eliot Neighborhood has left one deceased.
On Saturday, February 11, 2023 at 2:00p.m., North Precinct officers responded to a report of a shooting at Northeast First Avenue and Northeast Hancock Street. When officers arrived they located a victim deceased at the scene. The suspect or suspects left the scene and no immediate arrests were made.
Detectives with the Portland Police Homicide Unit are responding to the scene. During the investigation, Northeast Hancock is closed between Northeast 1st Avenue and Northeast 2nd Avenue.
