UPDATE #3 - SERT Responding to Report of Gunshots at a Richmond Neighborhood Residence

The victim and suspect involved in the February 15, 2014 murder/suicide have been identified by Homicide detectives and the Oregon State Medical Examiner. Detectives had some difficultly locating family for the male suspect as his family lives in France.

The female victim is 38-year-old Heather Mari Star Riccardi and the male suspect who took his own life is her husband, 48-year-old Jacques Dreyfus. Riccardi died of multiple gunshots wounds and Dreyfus died after a single gunshot wound in what was an intentional act.

Based on the investigation, detectives believe that Dreyfus shot his wife multiple times as he was under the influence of narcotics. Dreyfus then called 9-1-1 but ultimately took his own life.

Riccardi's death is the second homicide in Portland in 2014.



Homicide detectives are continuing their investigation into this morning's incident at an apartment on Southeast Cesar E. Chavez Boulevard.

The male suffering from an apparent self-inflicted gunshot wound died at a Portland hospital.

Autopsies on both people will be performed on Monday.

No additional updates are expected today.



SERT officers made entry into an apartment in the 3300 block of Southeast Cesar E. Chavez Boulevard and discovered a deceased adult female and an adult male suffering from an apparent self-inflicted gunshot wound. The male was still alive and was transported to a Portland hospital for treatment to life-threatening injuries.

Homicide Detectives and Criminalists from the Forensic Evidence Division have been called to the scene to begin a death investigation. An autopsy on the adult female will be performed later by the Oregon State Medical Examiner to determine the cause of death.

SERT will be leaving the scene and area traffic will be returning to normal shortly.

There is not believed to be any ongoing risk to the neighborhood.

No updates on this investigation are expected until sometime Sunday afternoon.



The Portland Police Bureau's Special Emergency Reaction Team (SERT) is responding to Southeast Cesar E. Chavez and Powell Boulevards to assist Central Precinct officers on the report of gunshots outside a Richmond neighborhood residence near the intersection.

There are no reported gunshot victims at this time.

The area of Cesar E. Chavez and Powell Boulevards is closed to all traffic in all directions and area residents are advised to remain in their homes and call 9-1-1 only for emergencies as there are multiple police officers in the neighborhood.

As this is an ongoing tactical incident, no additional information is available at this time.

Any media responding to the scene is advised to remain outside the police perimeter. Updates will be provided via additional news releases. PIO is not responding to the scene.
