Although additional charges are expected to be filed against Louis Daniel Santiago, he is not yet charged with the two counts of Robbery in the Second Degree. Instead, Santiago has been charged with two counts of Assault in the Second Degree.

The suspect in yesterday’s string of robberies is identified as 18-year-old Louis Daniel Santiago. After an intensive search that included SERT, CNT, the K9 Unit, and other specialty units, Santiago was safely taken into custody and booked into the Multnomah County Detention Center for the four known robberies. He is facing four counts consisting of Robbery in the First Degree (2 counts) and Robbery in the Second Degree (2 counts). Additional charges are expected as the judicial process continues.
After conducting an initial investigation and interview of Louis Santiago, Major Crimes Detectives believes there are additional victims, and they are seeking additional evidentiary information associated with these crimes. Detectives are asking the community to contact them at (503)823-3333 or crimetips@police.portlandoregon.gov if they recognize the suspect in the attached picture and have information or were a victim of his criminal actions. Louis Santiago is described as an adult male in his late teens. He stands approximately 5’3” tall and weighs 200 lbs. Santiago has medium length black hair, brown eyes, and the beginnings of a mustache. There is also a unique tattoo on Santiago’s jawline that reads “Bitches ain’t shit”.

A string of early morning robberies and a police search for the suspect is occurring this morning, June 13, 2023, in the Overlook Neighborhood.
Officers were dispatched to the intersection of North Interstate Avenue and North Going Street just before 5:30 a.m. and learned that the same suspect had committed at least four separate armed robberies along Interstate Avenue in quick succession. In the course of one of these robberies, the suspect shot a handgun several times. No victims were injured in this robbery. During a subsequent robbery, the suspect assaulted several individuals causing non-life-threatening injuries,and resulting in one victim being transported to a local hospital for treatment.
A notice was forwarded to residents of the immediate area to shelter in place. Portland Police Bureau’s Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) have been activated and are actively working to locate the suspect and to safely take him into custody.
A police perimeter has been set up from North Colonial to North Concord, and from North Going Court to North Blandena Street, and extends to other surrounding streets. Traffic in the area is being heavily affected, and commuters are encouraged to find alternate routes. Additionally, Beach Elementary is on a two-hour delay.

The PIO is on scene at North Interstate Avenue and North Mason Street in an empty lot on the northwest corner. Anyone coming to the scene should come from the south to avoid heavy traffic.
