The Portland Police Bureau is releasing the Stops Data Collection Report, covering the 2022 stops and search data analysis.

Officers performed 13,654 driver stops in 2022, which is down 3 percent. This declining trend is anticipated to end with the Traffic Division being partially re-staffed again. The Stops Data report also includes data related to consent searches. In 2022, less than one percent of drivers were asked to consent to a voluntary search—the lowest recorded data collection for this element began in 2018. Additionally, 2022 was the first year where there were no significant differences in the request rate between different perceived racial / ethnic groups of drivers.

“One of the main purposes of this document is to increase transparency regarding the Bureau’s use of stops in contacting members of the community,” said Chief Chuck Lovell. “Our hope is it helps enhance discussion on how we can keep the community safe but do so in the most equitable manner possible.”

The Portland Police Bureau has been collecting data on traffic and pedestrian stops since 2001 based on recommendations from the Blue Ribbon Panel on Racial Profiling. From the program’s outset, officers were required to log their perceptions of driver/pedestrian race, gender, and general age (minor vs. adult); the reason for the stop; whether a search was conducted, the type of search conducted, and results of the search; and the overall outcome of the stop. The Bureau’s stops application automatically connects to the Bureau’s computer-aided-dispatch (CAD) and electronic citation (eCite) systems to aid in the accountability of Stops report completion. The newest version of the stops data collection system launched on June 27, 2018.
