The three women killed in the crash on Southeast Powell Boulevard on Thursday have been identified. The driver of the BMW, Hannah E. Fetters, 18, and her twin sister, Grace I. Fetters, 18, both died at the scene. The driver of the Lexus, Julie D. Skeen, 55, of Portland, died at the hospital. Their families have been notified of their deaths.

A third person has died related to injuries sustained in the crash on Southeast Powell Boulevard, and a man is facing drunk driving charges from an unrelated crash into a police vehicle at the scene.
Portland Police officers were notified that despite lifesaving efforts, the critically injured patient at the hospital died from her injuries.
Preliminary investigation indicates that two vehicles, a 2015 BMW 3-series sedan and a 2005 Subaru Impreza, were racing eastbound on Southeast Powell Boulevard at speeds above the posted limit. A 2004 Lexus sedan with an adult female driver and an adult male passenger was proceeding to turn from northbound Southeast 63rd Avenue to westbound Southeast Powell Boulevard when the BMW struck the driver’s side of the Lexus. The force of the crash sent the BMW into the raised median and the vehicle knocked over multiple trees.
The Subaru was not directly involved in the crash. The 17-year-old male driver of that vehicle pulled over and remained at the scene.
The driver and the passenger of the BMW, both 18-year-old women, died at the scene. The adult female driver of the Lexus died at the hospital. The adult male passenger was treated for serious but not life-threatening injuries.
The identities of the deceased will be released after families have time to make notifications to loved ones.
No arrests have been made.
This, coupled with the deadly crash on Southwest Barbur Boulevard, raises Portland’s traffic related fatality count to 42 this year, and 11 this month.
Unrelated to the fatal crash, at 4:27a.m., a driver in a 2021 Hyundai Santa Fe SUV struck a police vehicle that was positioned blocking traffic on Southeast Powell Boulevard and Southeast 65th Avenue (photo). The police vehicle, an unmarked Chevrolet Tahoe assigned to a Traffic Division Sergeant, was unoccupied but had its emergency lights activated (which flash red, blue, and/or white 360-degrees around the vehicle). There were no injuries in the crash. The driver was arrested. Ulisses Aguirre, 28, of Portland, was issued criminal citations for Driving Under the Influence of Intoxicants-Alcohol and Reckless Driving (Case 23-191150).

Two people are deceased, and another has life threatening injuries after a crash on Southeast Powell Boulevard.
On Thursday, July 20, 2023 at 9:34p.m., East Precinct officers were dispatched to a report of a multiple vehicle crash with serious injuries on Southeast Powell Boulevard at Southeast 63rd Avenue. When they arrived they found two people deceased. A third was transported to the hospital by ambulance with serious, life-threatening injuries. A fourth was transported with injuries that are not believed to be life-threatening.
The Portland Police Traffic Division Major Crash Team is responding to the scene to investigate. During the investigation, Southeast Powell Boulevard is closed to all traffic between Southeast 60th Avenue and Southeast 72nd Avenue.
