A man was booked into jail after shooting and injuring a victim in downtown Portland.
On Tuesday, August 22, 2023 at 9:29p.m., Central Precinct officers responded to a report of a shooting in the 500 block of Southwest Morrison Street. When officers arrived, they located an adult male victim injured on the south sidewalk of Southwest Morrison Street between Southwest 5th Avenue and Southwest 6th Avenue. A community member and the first arriving Sergeant assisted the victim by applying pressure to his gunshot wound until emergency medical services arrived. The victim was transported to the hospital by ambulance where he was treated. His injuries are serious but not believed to be life threatening.
Officers from the Focused Intervention Team (FIT) and the K9 Unit responded from across the city to assist with searching for the suspect. Officers were notified by a witness that the suspect was last seen in the area of Southwest 6th Avenue and Southwest Main Street. Central Precinct patrol, FIT, and K9 responded to the area and arrested the suspect at about 10:00p.m. He was found in possession of a handgun (photo)
Detectives with the Enhanced Community Safety Team (ECST) also responded and investigated the shooting. Hector R. Hernandez-Rios, 47, was booked into the Multnomah County Detention Center on charges of Assault in the Second Degree, Unlawful Use of a Weapon, Unlawful Possession of a Firearm, and Unlawful Discharge of a Firearm in City Limits (city code).
