On Tuesday, December 26, 2023, Central Precinct officers located and arrested the suspect in a deadly shooting on October 8, 2023. The suspect is identified as Demetrius D. Vaughn, 47, of Portland. Vaughn was booked into the Multnomah County Detention Center on the following charges: Murder in the Second Degree, Unlawful Use of a Weapon, and Felony in Possession of a Firearm.

The victim in the October 8, 2023 homicide in Downtown Portland is identified as Saul Villatoro Escoto Eldibrando, 34, of Portland. His family has been notified of his death and they are asking for privacy at this time.

The Medical Examiner determined he died of homicide by gunshot.

On Sunday, October 8, 2023, at 9:11 p.m., officers from the Central Precinct responded to a shooting call at the intersection of Southwest 5th Avenue and Southwest Washington Street. When officers arrived, they found a man who had been shot. Officers attempted CPR and other life-saving measures prior to paramedics arriving. The victim was transported by paramedics to an area hospital where he died. No arrests have been made.

The Portland Police Homicide detectives have responded to the scene to investigate. During the investigation, Southwest 5th Avenue will be closed from Southwest Harvey Milk Street to Southwest Alder Street. Additionally, Southwest Washington Street will be closed from Southwest 4th Avenue to Southwest 6th Avenue.

The identity of the victim will be released after the Medical Examiner has confirmed cause of death and after family members have been notified. The PIO is not responding to the scene. More information will be released when appropriate.
