A suspect is in custody and facing a murder charge related to the November 2023 homicide of Nicole Davis in the Parkrose Heights Neighborhood.
On Wednesday, November 22, 2023, at approximately 4 p.m., Davis was shot and killed in Northeast Portland. Homicide Detectives identified Richard David Simms, Jr., 30, of Portland, as the suspect in this investigation. An arrest warrant was issued for Simms for Murder in the Second Degree. With the assistance of U.S. Marshals, Simms was located and a plan was made to safely take him into custody.
On Tuesday, March 19, 2024, members of the Portland Police Bureau’s Special Emergency Reaction Team (SERT), Crisis Negotiation Team (CNT), and Enhanced Community Safety Team (ECST) assisted the Homicide Unit with serving a search warrant and arresting Simms for the 2023 murder. Simms was booked into the Multnomah County Detention Center on the following charges: Murder in the Second Degree, Unlawful Use of a Weapon, and Felon in Possession of a Firearm.
The victim’s family has been notified of the arrest.

A woman was killed in a shooting in the Parkrose Heights Neighborhood.
On Wednesday, November 22, 2023 at 3:59p.m., East Precinct Officers were dispatched to a report of someone shot outside an apartment complex in the 11100 block of Northeast Weidler Street. When officers arrived they found an adult female deceased at the scene.
The suspect or suspects left before police were called and no immediate arrests were made.
The Portland Police Homicide Unit is responding to the scene to investigate. During the investigation, Northeast Weidler Street is closed between Northeast 108th Avenue and Northeast 112th Avenue.
