Two teenagers have been arrested in connection to a child abduction that received significant media attention.
In late November, officers responded to a Northeast Portland home and learned that a vehicle was stolen with a child inside. A short time later, the child was found physically unharmed. The vehicle was located later that same evening.
In the months that followed, detectives worked diligently to track down the suspect(s). Among other things, detectives utilized cell phone records and the expertise of some of the Portland Police Bureau’s specialized teams to identify and arrest two juvenile suspects.

Porland Police Detectives are asking for the public’s help in locating a vehicle that was used in the abduction of a child who has since been found safe. The missing vehicle is a 2017 dark blue Subaru Outback, Oregon license plate 639JVQ (photo attached).
On November 30, 2023, at 7:21 a.m., East Precinct officers responded to the area of Northeast Halsey Street and Northeast 126th Avenue on reports of a child abduction. Officers determined a three-year-old girl was sitting in a vehicle that was warming up when a young man wearing a beanie jumped in and drove off. The girl’s father, who had just gone inside the home for a moment, came outside just as this was happening. He opened the door of the vehicle and yelled there was a child inside, but the suspect drove away.
A short time later, in the area of Northeast San Rafael Street and Northeast 113th Avenue, an alert resident spotted a vehicle driving recklessly. Moments later, this resident noticed a little girl walking down the street and the resident flagged down a PPB officer who was in the neighborhood investigating. The child has been reunited with her parents, but the vehicle and suspect are outstanding.
Anyone with information about this vehicle, or with home security footage, is asked to contact the Detective Division at 503-823-0400 or crimetips@police.portlandoregon.gov .
