The officer involved in the use of deadly force in Northeast Portland on December 6, 2023, is identified as Officer Justin Clary, a 22-year veteran of the Portland Police Bureau assigned to North Precinct.
This officer-involved shooting remains under investigation. Anyone with information about the case is urged to contact Detective William Winters at William.Winters@police.portlandoregon.gov or Detective Jason Koenig at Jason.Koenig@police.portlandoregon.gov and reference case number 23-315194.
As is standard practice, the Portland Police Bureau Homicide Unit is investigating the incident in conjunction with the Multnomah County District Attorney's Office and East County Major Crimes Team, all of whom responded to the scene. After all available facts have been gathered, they will be forwarded to the District Attorney's Office, at which point the District Attorney will make the decision on whether the facts of the case warrant its presentation to a grand jury.
As part of the use of force review process, the Bureau will conduct an internal review of the entire incident, including the initial response, resources requested, tactics used, and post shooting actions. The case will go before the Police Review Board (PRB), which is composed of community members, Bureau members, and representatives from the Independent Police Review Division.

The man who died in Wednesday’s officer-involved shooting in the Sumner Neighborhood has been identified as 27-year-old Isaac L. Seavey. His family has been notified of his death and they are requesting privacy at this time.
The Medical Examiner determined Seavey died from gunshot wounds.

The Portland Police Bureau’s Homicide Unit continues to investigate a fatal officer-involved shooting. During that investigation, detectives located a handgun (photo attached) near the deceased individual. Detectives have also learned more about the initial theft call. They have determined that someone who works in the area reported theft of power from a business.

One person is dead following an officer-involved shooting in the Sumner Neighborhood.
On December 6, 2023, at 10:03 a.m., North Precinct officers responded to reports of a theft in the 9000 block of Northeast Marx Drive. The initial investigation led two officers to a recreational vehicle parked along the street. There was an encounter between the officers and an adult male. The encounter resulted in one officer using deadly force. The adult male was pronounced dead at the scene.
Both officers involved in the call will be placed on paid administrative leave. That is standard protocol.
