UPDATE #2: Arrest Made in the December 14 Centennial Neighborhood Homicide (Photo)

Homicide Detectives investigating the December 14th shooting death of Richard Newman developed information about a suspect. The case was presented to a Grand Jury by the Multnomah County District Attorney’s Office. The suspect, Jessie Garza III, 30, was indicted by the Grand Jury on charges of Murder in the First Degree with a Firearm, Coercion with a Firearm, Burglary in the First Degree with a Firearm (2 counts), Felon in Possession of a Firearm, and Unlawful Use of a Weapon (2 counts).

On Thursday, December 28, 2023, Garza was located, but eluded and fired gunshots at police officers. After a four-hour standoff, Garza surrendered and was arrested on his warrant and additional charges. Newman’s family was notified of the arrest in the case.

A shooting in the Centennial Neighborhood has left one man deceased.

On Thursday, December 14, 2023 at 1:24a.m., East Precinct officers responded to a report of someone shot in an apartment in the 16500 block of Southeast Bush Street. When they arrived, they found an adult male victim. The man was transported to the hospital by ambulance. Despite lifesaving attempts, the man died.

The suspect or suspects left the scene before police arrived and no immediate arrests were made.

The Portland Police Homicide Unit is responding to the scene to investigate. During the investigation, Southeast Bush Street is closed between Southeast 165th Avenue and Southeast 166th Avenue.
