East Precinct Captures Stolen Car Driver, Seeks Attempted Carjacking Victim (Photo)

A stolen vehicle driver was captured by East Precinct officers and investigators are seeking a possible attempted carjacking victim related to the case.

On Wednesday, November 29, 2023 at 10:07a.m., East Precinct Public Safety Support Specialist located an occupied stolen vehicle, a gold 2001 Chevrolet Suburban, parked at Southeast 96th Avenue and Southeast Harold Street. Officers responded to try to contact the driver. They used their vehicles to box in the suspect, but the suspect crashed his way out of the box-in, drove up onto a sidewalk, and attempted to elude police. An officer deployed spike strips and deflated 2 of the tires. Officers saw the suspect driving recklessly, including running stop signs and driving in the oncoming lane of travel. He crashed at Southeast 112th Avenue and Southeast Division Street. He tried to run away on foot, ran up to a white Kia sedan that was stopped waiting for a traffic signal, and tried to rob the driver. He was prevented from accessing the driver because the door was locked. Officers immediately challenged the suspect and he finally surrendered and was arrested.

A stolen gun was found in the stolen Suburban (photo), as was a stolen motorcycle.

Anthony Scott Taylor, 44, unknown residence, was also wanted for a previous stolen vehicle case. Taylor was booked into the Multnomah County Detention Center on charges of Unauthorized Use of a Motor Vehicle, Possession of a Stolen Vehicle (case number 23-303208). He was also charged with Felon in Possession of a Firearm, Reckless Endangering Another Person, Attempt to Elude Police Officer by Vehicle, Attempt to Elude Police Officer on Foot, and Criminal Mischief in the First Degree (case number 23-309047).

The driver of the Kia left the scene and officers have been unable to locate that crime victim. Officers are requesting the driver of the white Kia, who was stopped at a red light at Southeast 112th Avenue and Southeast Division Street on Wednesday, November 29, 2023 at about 10:15a.m., contact them via crimetips@police.portlandoregon.gov attn: East Precinct Ofc Congdon, and reference case number 23-309047. Additional charges are possible if the victim can be found.
