Chronic Graffiti Vandal Indicted Again After Lengthy Central Precinct Investigation (Photo)

The Portland Police Central Precinct Neighborhood Response Team (NRT), in coordination with the Multnomah County District Attorney's (MCDA) Strategic Prosecution and Services Unit, has again arrested and indicted one of the city's most prolific graffiti vandals.

On November 10, 2021, Jerry A. Mijangos, 27, of California, was arrested and charged with two counts of Criminal Mischief in the First Degree and one count of Criminal Mischief in the Second Degree for tagging several properties. Central NRT began investigating additional tags by Mijangos after his arrest, during which 15 cases were forwarded to MCDA for prosecution.

On April 8, 2022, Mijangos was caught applying graffiti again and arrested by two Central Precinct night shift officers. Multnomah County booking policy at the time did not allow him to be booked, so Mijangos was cited and released to appear in court by the arresting officers.

In October 2022, Central NRT referred five more cases to MCDA for prosecution due to Mijangos’ continued criminal behavior. This resulted in Mijangos pleading guilty in April 2023 as a part of a plea agreement negotiated with MCDA and defense counsel, to which he was sentenced to probation.

In May and June 2023, NRT investigated Mijangos again due to continued criminal tagging, and nine new cases were forwarded to MCDA.

On January 1, 2024, Mijangos was arrested by Central NRT for a probation violation.

On January 30, 2024, Mijangos was indicted on additional cases by MCDA and is being held in custody due to his probation status.

Central NRT is aware of hundreds of criminal tags committed by Mijangos over the last two and a half years and believes he is one of the most prolific graffiti vandals in the City of Portland. Central NRT is continuing active investigations on these and other graffiti vandalism cases in the city.
