The suspect involved in the burglary that prompted a SERT/CNT callout has been booked into the Multnomah County Detention Center. Jerome L. Strickland, 41, was charged with Burglary in the First Degree, Attempted Assault in the Second Degree, and Unlawful Use of a Weapon.

After several hours of negotiations, the wanted man is in police custody.
The Portland Police Bureau's tactical teams used a variety of methods, including distraction devices and gas, to persuade the man to exit the apartment where he was barricaded. He was taken into custody without incident.
The suspect will be identified once he is booked into the Multnomah County Detention Center.

Tactical teams from the Portland Police Bureau have responded to the Northwest District to apprehend a wanted individual.
On Friday, February 23, 2024, at approximately 9 a.m., Central Precinct officers responded to reports of disturbance in the 1900 block of Northwest 28th Place. Officers determined a man armed with a knife tried to enter a residence at which point someone inside fired a shot at him. The suspect fled and barricaded himself inside another residence in the 2600 block of Northwest Upshur Street.
Detectives with the Major Crimes Team believe the suspect knew the people inside the residence where the original altercation occurred. Detectives also believe the suspect is familiar with the residence where he is barricaded.
PPB’s Special Emergency Reaction Team and Crisis Negotiation Team have responded to the scene in an effort to bring the suspect into custody safely and peacefully.
Northwest Vaughn Street and Northwest Upshur Street are closed between Northwest 25th Avenue and Northwest 29th Avenue. The community is asked to avoid the area in order to give law enforcement personnel room to work.
