UPDATE: Woman Arrested in Connection to Case of Missing Child

A five-year-old boy who was missing for hours is safe and one person has been arrested and charged with Kidnapping in the Second Degree.

On Thursday, May 2, at approximately, 8:00 p.m., East Precinct officers responded to reports of a missing child in the area of Southeast 151st Avenue and Southeast Stark Street. Officers launched an immediate investigation and determined that five-year-old Tra’Veon Lewis left his property at 2:30 p.m. with an unknown woman. Officers, with the help of PPB detectives, and state and federal partners, spent all night canvassing Southeast Portland looking for the boy. Through the investigation, authorities developed the following timeline:

2:30 p.m. Tra’Veon leaves his property with unknown woman

5:30 p.m. Tra’Veon and woman spotted at gas station near Southeast 148th Avenue and Southeast Stark Street

7:25 p.m. Tra’Veon and woman board a Trimet bus near Southeast 162nd Avenue and Southeast Stark Street and ride to Southeast 174th Avenue and Southeast Powell Boulevard.

7:53 p.m. Tra’Veon and woman board a Trimet bus near Southeast 174th Avenue and Southeast Powell Boulevard and ride to Southeast 162nd Avenue and Southeast Division Street.

8:19 p.m. Tra’Veon and woman spotted walking in the area of Southeast 122nd Avenue and Southeast Division Street.

On Friday, May 3, 2024, shortly before 7:00 a.m., after seeing the media coverage of the missing child, an alert community member called 911 after spotting Tra’Veon and the woman in the area of Southeast 151st Avenue and Southeast Mill Street. Officers responded and took Tra’Veon into protective custody. The woman was detained for questioning.

Other than the woman frequenting the area and occasionally seeing Tra’Veon outside his home, detectives have found no connection between the two. The woman, identified as 31-year-old LeeAnne N. Osborne, was arrested and lodged at the Multnomah County Detention Center on the following charge: Kidnapping in the Second Degree.

Updated information has been obtained and Tra’Veon Lewis has been seen riding busses on Southeast Division Street with two unknown adults, and has possibly been kidnapped by strangers. The search has been expanded, primarily focused on Southeast Division Street between Southeast 122nd Avenue and Southeast 162nd Avenue.

The attached photo shows the clothing Tra’Veon was wearing, including a red or orange sweatshirt with a multicolor “Champion” logo on the front and multicolored shorts. He has short braided hair parted in the middle. The adults he was seen with are a white male wearing a tan hooded sweatshirt over an orange sweatshirt, blue backpack, wearing a blue facemask. The other adult is a white female with long blonde hair in two braids, black shirt with round silver decorations, gray or black leggings, and a necklace with a cross medallion. They’ve been seen pulling a red wagon and pushing a black wheelchair.

Tra’Veon Lewis, 5, was last seen about 8:00p.m. at a bus stop in the area of Southeast 162nd Avenue and Southeast Division Street. He was last seen wearing a red or blue solid color shirt and multi color Toy Story shorts.
