UPDATE: Victim Identified in Oct. 28 Crash, Suspect Booked for Manslaughter

The person killed in the two-vehicle crash Monday morning in Northeast Portland is identified as Zachary D. Fine, 51. His family has been notified of his death.

The Traffic Investigations Unit has determined the driver of a 2009 Acura TSX was traveling eastbound on Northeast Halsey Street approaching Northeast 118th Avenue. The driver of a 2007 Dodge Caliber was making a southbound (left) turn onto Northeast 118th Avenue from westbound Northeast Halsey Street when the Acura hit the passenger side of the Dodge. Fine was in the Dodge and was killed in the crash. Excessive speed is believed to be a contributing factor in the crash.

The driver of the Acura was medically cleared, and then booked into jail. Manuel D. Espana Torres, 21, of Portland, was booked into the Multnomah County Detention Center on charges of Manslaughter in the Second Degree, Criminally Negligent Homicide, and Reckless Driving.

This is the 56th traffic related fatality in the City of Portland this year. That may be a higher figure than the Portland fatal crashes counted by the National Highway Traffic Safety Administration (NHTSA). NHTSA’s count excludes crashes involving suicide, private property, non-public roadways, non-motor vehicles, medical events, and deaths that happen more than 30 days after a crash.

One person is deceased following a crash in Northeast Portland.

On Monday, October 28, 2024, at 6:40 a.m., East Precinct officers responded to reports of a crash near Northeast Halsey Street and Northeast 118th Avenue. When officers arrived, they determined that two vehicles had been involved in a collision. One person was pronounced deceased at the scene. A second person was transported to an area hospital for treatment.

The Portland Police Bureau’s Major Crash Team is responding to the scene. During the investigation, Northeast Halsey will be closed to traffic between Northeast 117th Avenue and Northeast 122nd Avenue.
