UPDATE #5: Portland Police SERT and CNT Responding to Disturbance in Southeast Portland (Photo)

The victim of a homicide that occurred on Monday October 2, 2017 in the 17200 block of Southeast Alder Street has been identified as 26-year-old Lila F. Streeter of Portland. The Oregon State Medical Examiner determined Lila Streeter died of homicidal violence.

Detectives with the Portland Police Bureau Detective Division's Homicide Detail continue to investigate this homicide. The suspect arrested by Special Emergency Reaction Team (SERT) members this morning in connection to a death investigation has been identified as 28-year-old Robert L. West of Portland.

West was booked in the Multnomah County Jail on one count of Murder and will be arraigned on Tuesday.

Southeast Alder Street has reopened between Southeast 170th Drive and Southeast 174th Avenue.



East Precinct officers, detectives with the Portland Police Bureau Detective Division's Homicide Detail, and criminalists with the Forensic Evidence Division continue their investigation at the Alderwood Court Apartments.

Shortly after entering an apartment at the Alderwood Court Apartments, members of the Special Emergency Reaction Team (SERT) took a suspect into custody and located a deceased adult female.

Homicide detectives are performing a death investigation. The Oregon State Medical Examiner is responding to the location to take custody of the deceased. An autopsy will be performed in the coming days to attempt to determine the cause of death. At this time the deceased will not be identified until proper notifications may be made to her family.

The suspect is currently in custody and will be identified when he is lodged at the Multnomah County Jail.

Southeast Alder Street will remain closed between Southeast 170th Drive and Southeast 174th Avenue for the next two to three hours as this investigation continues.



Special Emergency Reaction Team (SERT) members have taken the suspect into custody.

Detectives are responding to the location. There will continue to be a police presence at the location as the investigation continues.

All except several residents are able to return to their homes at the Alderwood Court Apartments. Residents at the Alderwood Court Apartments no longer need to shelter in place.

Southeast Alder Street will remain closed near Southeast 174th Avenue as the investigation continues.

Updates regarding this investigation will be provided later today.



On Monday October 2, 2017, at 2:39 a.m., East Precinct officers responded to perform a welfare check at the Alderwood Court Apartments, located at 17225 Southeast Alder Street.

When officers arrived on scene they contacted the caller to 9-1-1. Officers learned that a family member was concerned about a woman who lived at an apartment in the complex. The 9-1-1 caller informed police that family members were unable to contact the woman after they learned she was involved in an assault late Sunday evening or early Monday morning with the woman's adult a male partner.

Officers responded to locate the female victim and check her welfare. The officers attempted to contact the victim but were unable to contact or locate the victim because of the suspect's behavior.

During the investigation officers attempted to build rapport with the suspect so they could gain access to the apartment. The suspect would not cooperate with officers. Based on observations made at the scene and knowledge that the suspect has possible access to firearms, the Special Emergency Reaction Team (SERT) and Crisis Negotiation Team (CNT) were requested to the location.

SERT and CNT continue to attempt to locate and contact the victim as well as contact the suspect. Based on preliminary information officers believe the suspect and victim are currently in the apartment.

Multiple nearby apartments have been evacuated. Any residents of the Alderwood Court Apartments that have not been evacuated should shelter in place during this incident.

Alder Elementary School is located across Southeast Alder Street from this police incident. Alder Elementary School will remain closed. Police are in contact with Reynold School District personnel to provide updates.

Southeast Alder Street will remain closed between Southeast 168th AVenue and Southeast 174th Avenue.
