The Steering Committee develops and annually reviews the 3-year RDPO Strategic Plan, evaluates progress, and promotes the strategic alignment of regional and local programs. Voting membership consists of 16 executive-level leaders, including a representative from each of the five counties, a City of Portland representative, leadership from each of the major discipline groups (i.e., law enforcement, fire, public works, public health, and public safety communications), a private-sector and non-profit sector representative, a health care system representative, and the Program Committee Chair.
Chris Voss, Chair
Director of Emergency Management, Multnomah County
Christopher Voss has more than 20 years of experience in the field of emergency management and has responded to more than 60 Emergency Operation Center (EOC) activations.
Mr. Voss previously served as the Director of the Montgomery County Maryland Office of Emergency Management and Homeland Security (OEMHS) and has also served as an adjunct professor at Montgomery College and the University of Maryland University College, teaching Emergency Management, Homeland Security and Public Policy Leadership courses.
Mr. Voss received his Bachelor of Science from the University of Connecticut, a Masters of Arts Degree in Security Studies from the Naval Postgraduate School (NPS) Center for Homeland Defense and Security, and a Master’s of Science in Environmental Technology from the New York Institute of Technology.
Michael Mumaw, Vice Chair and Immediate Past Chair
Emergency Manager, City of Beaverton
Mr. Michael Mumaw has been the Emergency Manager for the City of Beaverton since 1996 and is responsible for all aspects of the City’s Emergency Management Program. Michael has over 24 years of emergency management experience, including two years as a Disaster Preparedness Officer in the United States Air Force.
Mr. Mumaw is currently serving his second term on the Oregon Seismic Safety Policy Advisory Commission (OSSPAC) and chaired the Information and Communications Task Group for development of the Oregon Resilience Plan, 2013.
Michael has his Certified Emergency Manager (CEM) certification from the International Association of Emergency Managers and the Oregon Certified Emergency Management Specialist (ORCEMS) certification from the Oregon Emergency Management Association.
