Program Committee

The Program Committee coordinates input for development of the RDPO Strategic Plan and oversees implementation of the Strategic Plan by the Work Groups. Comprised of Chairpersons from each of the discipline-specific Work Groups, the Program Committee has the unique ability to identify interdisciplinary initiatives and collaborate on implementation.

Alex is the Emergency Manager for the Tri-County Metropolitan Transportation District of Oregon (TriMet). He has over 18 years of experience in the field of Emergency Management where he also served as an emergency manager, law enforcement agent, armed executive protection agent, incident commander, HazMat responder, search and rescue specialist, and a Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) specialist. 

Alex has also been credentialed as a Certified Emergency Manager (CEM) by the International Association of Emergency Management, and Oregon Certified Emergency Management Specialist (ORCEMS) by the Oregon Emergency Management Association.  He is a U.S. Air Force combat veteran having served in Operations Iraqi Freedom and Enduring Freedom.  Alex has received various specialized training from the FEMA Emergency Management Institute, U.S. Dept. of Defense, U.S. Air Force, U.S. Army, U.S. Navy, U.S. Centers for Disease Control and Prevention, U.S. Dept. of Homeland Security, among others.  His formal education includes:

  • Undergraduate Certificate in Forensic Epidemiology, West Virginia University.
  • Associate of Science in Emergency Management, Community College of the Air Force.
  • Bachelor of Arts in Emergency and Disaster Management, American Military University.
  • Master of Public Administration with a concentration in Disaster Management, American Military University (candidate).

Alex is also a certified U.S. Air Force and FEMA instructor who has taught over 10,000 teenage and adult students throughout his career in the classroom, field, and under threat of serious danger. Alex lives in Tigard, Oregon with his wife, son, and dogs but he is originally from Honolulu, Hawaii.
