While current resources and the solid waste infrastructure can handle debris from most disasters that will affect the Metro Region, emergency management and disaster debris planners recognize the need for contractors to support debris removal, processing and disposal following a catastrophic incident or one that overwhelms the solid waste infrastructure. FEMA encourages jurisdictions to pre-qualify debris removal contractors prior to an event and solicit bid prices following an incident to ensure competitive bidding and obtain reasonable market prices at the time of work performed.
Planners in the region have expressed interest in pursuing a regional procurement for disaster debris services. This approach may have several benefits. A consolidated effort will allow jurisdictions to share procurement resources rather than each leading their own effort. Jurisdictions with minimal procurement resources will be better prepared by having a list of pre-qualified contractors. It may help prevent inadvertent competition and price escalations between jurisdictions. The past hurricane season Texas and Florida experienced difficulties with contractors performing timely work within contracted prices. The intent of this workshop is to bring together emergency management, disaster debris, procurement, and legal personnel from counties and other jurisdictions across the region to determine if there is interest in pursuing a regional procurement. FEMA representatives from the Procurement Disaster Assistance Team will be present to offer insight into FEMA policies and regulations, as well as sharing lessons learned and observations from previous disasters.
Attendees: We are inviting emergency management/debris planners, procurement staff, and legal personnel from Metro, Clackamas County, Multnomah County, and Washington County. Others are welcome to attend. Our intent is for a smaller group to consider the feasibility of a regional procurement and a larger group will be involved, if there is a decision to proceed.
