The Mt Hood Cable Regulatory Commission (MHCRC) negotiates and enforces cable service franchise agreements; manages the public benefit resources and assets derived from the franchises; and advocates on behalf of the public interest on communications policy issues at local, state and federal levels.
The MHCRC serves the communities, residents and local governments of Fairview, Gresham, Portland, Troutdale, WoodVillage and Multnomah County, Oregon (its member "Jurisdictions").

The MHCRC is the grant-making body for the Community Access Capital Grant program which provides funds for technology projects to community organizations, libraries, educational institutions and local government agencies throughout Multnomah County.
An advanced fiber based communications network connecting government, educational and community institutions. The MHCRC facilitates partnerships, pursues network assets under the franchise and participates in network planning.
The MHCRC, through the cable fanchise agreements, requires cable companies to set aside channels on the cable network for public, education and government (PEG) use.
The MHCRC strives to ensure that local cable companies comply with cable customer service standards and franchise requirements at all times.
Cable companies using public property to build and operate their businesses must receive a cable services franchise agreement which includes certain public benefit obligations, safeguards and requirements.
