  • Encouragement to take the Equity 101 Training by the Office of Equity Human Rights – Fall dates have been sent out

Green Team Update – Josh Gregor

  • Pen recycling box – placed by battery recycling in Mailroom
  • New compost rules – compost is food only; the program can no longer accept compostable plastics or paper products.

Regulatory Move

  • Earliest projection for Regulatory to move is end of calendar year 2014.
  • Allison will be moving sooner than the rest of Regulatory, as of 08/27/14, no date has been given.
  • Location is unknown for the Regulatory Staff

 

Transportation User Fee (TUF)

  • Infrastructure problem due to fixed Gas Tax (fixed since 1993)
  • 44% of the City’s streets are considered “Poor”
  • In 2002, Street Maintenance Fee (SMIF)
  • In 2008, adopted by City Council and then abolished by City Council
  • Now, the Transportation User Fee (TUF);
    • In May, a proposal was crushed by City outcry
    • Current considerations are:
      • Residential (individual): Personal Income Tax – looking at Adjusted Gross Income
        • If implemented, will be collected by Revenue
        • BLIS would be the primary program
          • Addition of Arts Program
      • Entity Flat Fee or Business Flat Fee: on a location basis we would track # of employees, gross receipts, and square footage per location and based on entity
        • BLIS would be the primary program used
          • New add would be within the rate table
      • Possible addition of 20 employees if passed
      • Given a projection of at least 1-year out, if passed now collection is for FYE 2015, collected in April 2016
      • Compliance rate will never be 100%, but encouragement
        • Terminal Compliance
        • IRS Data Share will drive compliance rate up
      • Monthly payments are available, but will be collected annually
      • Solutions are being looked at for double taxation on sole proprietors and non-taxable households
      • Implementation of IRS Data is projected for January 2015.
      • Leaf Fee would phase out once TUF is placed
      • Forms are projected to be combined
