Outer Powell Boulevard Design Plan

The City of Portland Bureau of Transportation, in coordination with the Oregon Department of Transportation (ODOT), developed a conceptual design plan for Outer SE Powell Blvd. from the I-205 to SE 174th Ave (city limits). This stretch of SE Powell Blvd is designated State Highway No. 26. Therefore, ODOT has jurisdiction along SE Powell Blvd.

The plan addresses needs for Outer Powell Blvd in a 20-year time frame. For this time frame, the plan identifies improvements and right-of-way width needs that will allow Outer SE Powell Blvd to serve vehicle traffic movement while also improving the safety, accessibility and the aesthetic environment for pedestrians, cyclists and transit riders.

The concept design plan informs both future preliminary engineering phases for public Capital Improvement Projects and private development requirements for dedication and frontage improvements.

A Technical Advisory Group (TAG) and a Citizen Working Group (CWG), comprised of community stakeholders, reviewed and advised staff in the development of the plan. There were open houses during each phase of the project along with other public participation and input opportunities.

Next Steps...

Oregon Department of Transportation (ODOT) has their Outer Powell Boulevard Safety Improvements Project currently underway. Plans will be developed in fall 2012 and winter 2013. Construction is expected to begin summer 2013.

 

Conceptual Design Plan Project Area:

The Project Area extends along SE Powell Boulevard from I-205, approximately at SE 96th Ave, to SE 174th Ave (City Limits) and up to 500 ft from the centerline of SE Powell Blvd. For transportation analysis purposes, the Study Area will extend north to SE Division St, south to SE Foster Road.

Project Team and Agency Roles:

This stretch of SE Powell Blvd is designated State Highway No. 26. Therefore, ODOT has jurisdiction along SE Powell Blvd. PBOT is the project lead. ODOT is a project partner and the TGM grant administrator. A OTAK and DKS consultant team will assist with plan development.


Project Funding:

This planning project was partially funded by a grant from the Transportation and Growth Management (TGM) Program, a joint program of the Oregon Department of Transportation and the Oregon Department of Land Conservation and Development.  This TGM grant is financed, in part, by federal Safe, Accountable, Flexible, Efficient Transportation Equity Act:  A Legacy for Users (SAFETEA-LU), local government, and State of Oregon funds.  The East Portland Action Plan provided $50,000 to the Portland Bureau of Transportation to cover local matching funds.
