City Council public hearing on Vision Zero and Transit

Thursday, July 13, 2017 at 2 PM Time Certain.

Thank you for all the public testimony!

This was a joint public hearing with the PBOT Vision Zero Action Plan team. We coordinated transit and safety improvements, presentations and recommendations. View the staff presentation slides here. This hearing included:

Vision Zero: Recommend amending the City Vision Zero Action Plan, Saving Lives with Safe Streets, to incorporate the Vision Zero Project List.


    • Provide mid-point briefing on the ETC Plan initial findings.
    • Seek recommendation to continue developing new and expanded strategies to improve transit service and increase transit ridership on the TriMet Frequent Service Network by developing an Enhanced Transit Program.
    • Seek endorsement of a broader proposed transit vision.
    • Seek endorsement of a candidate list projects to consider for the Regional Transit Strategy and RTP update.


May-June 2017 public engagement: PBOT staff has been leading public outreach efforts to build awareness around the ETC planning process and to get feedback on our initial methodology for prioritizing where to make improvements and staff recommendations for moving forward.

The purpose of Open House #1 is to build awareness around the ETC planning process and to get your feedback on our initial methodology for prioritizing where to make improvements and staff recommendations for moving forward. This includes staff recommended candidate transit projects to submit for the Metro Regional Transportation Plan (RTP) Update Call for Projects. We also have staff recommendations on corridors to select for a closer look over this summer and test the ETC toolbox. This will enable us to learn from applying the toolbox in different contexts and start developing conceptual investment plans.

Please review the materials presented at the June 21 open house, including the presentation slides and the boards organized into stations below.

We welcome your feedback! Generally, we are asking the following questions of community members:

  1. Do you support our initial methodology criteria and measures?
  2. Are there other measures we should consider?
  3. Do you support the PBOT staff recommendations for where to take a closer look over the summer to test applying the ETC toolbox and develop conceptual investment plans?
  4. Do you support the PBOT staff recommendations for candidate transit projects to consider for the Regional Transportation Plan (RTP) Call for Projects?

Presentation at 5:30 PM. Otherwise, you are welcome to drop in anytime to review materials at your own pace.
