Outer Halsey Safety Project

Background:

Traffic safety on NE Halsey Street east of 114th Avenue has been long been identified as a top priority for residents of East Portland. Safety improvements to NE Halsey have been identified in the East Portland in Motion Plan (EPIM), adopted by City Council in 2011 and the East Portland Action Plan (EPAP) adopted in 2009. With 478 crashes over the past ten years, 19 of which were fatalities or near-death injuries, NE Halsey Street is one of the most deadly high crash corridors within the City of Portland.

Proposed Project:

  • Improve pedestrian crossing safety with 3 median refuge islands equipped with rapid flash beacons (119th, 128th, 155th Ave).
  • Improved street lighting at the new pedestrian crossings.
  • Infill missing sections of sidewalk (approximately 4,750 lineal feet).
  • Protected bike lanes between 112th and 132nd Avenues 
  • No change in number of vehicle travel lanes

Road reconfiguration on Halsey

Construction date: Construction anticipated to begin in Fall 2020
