As per City Code, you must have a permit to place a Storage Container, POD, Dropbox, or Dumpster on the street. The Quick Permit does not reserve a parking space in advance; it simply permits a container to be placed in an approved location for up to 14 days.
In order to qualify for a Quick Permit, the following criteria must be met:
- You haven't had a Quick Permit at this same location within the past week
- Container/Drop Box must be in a parking space without any time limits, posted restrictions, or meters. You can’t place the container in a metered zone, “No Parking” zone, timed parking zone, or area parking permit zone. This permit is not valid in the downtown area, and is intended for streets without any signs regulating parking.
- A minimum 12ft-wide travel lane must be maintained at all times for emergency vehicles. You have to know that your street is at least 28 ft wide, as measured between curbs.
- Container/Drop Box must be placed at least 50 ft away from a non-signalized intersection (as measured from the corner property line). A non-signalized intersection is an intersection without a traffic light.

After the online application is submitted, you will receive an email with an invoice and information about how to make a payment (Quick Permits take 24 hours to process). The fee for this permit is $30.
You may also obtain the same type of permit over the counter by going to 111 SW Columbia St (recently moved). We are located in the Portland Parks and Recreation Customer Service Center on the 6th floor and are open Monday through Friday, 8:00am - 5:00pm.
**It is up to you to ensure that you meet all of these requirements before obtaining the Quick Permit. If you fail to meet any of these qualifications, your Quick Permit is void and your container will be subject to citation and removal. The Quick Permit fee is nonrefundable.**
