What is the Roadmap?
The Racial Equity Roadmap is a citywide initiative supported by the Office of Equity and Human Rights.
The Roadmap is an assessment tool, designed to analyze where each bureau is currently at in terms of racial equity, and also provide a template for a subsequent action plan to help address the gaps once they have been identified. The Roadmap is a five year process, with the assessment phase taking bureaus about 6-12 months to complete. Various bureaus are in various phases, and PBOT completed the assessment phase of the project at the end of September 2016.
What does the assessment look at?
The Roadmap is a set of 40 questions that look at where each bureau is at in terms of advancing racial equity in 6 categories:
- Organizational Commitment
- Leadership and Management
- Workforce
- Community Access and Partnership
- Contracting
- Data, Metrics and Continuous Quality Improvement
The assessment allowed us to look at how PBOT is currently doing in all 6 of these areas, which helped inform a 5 year PBOT Racial Equity Work Plan. The work plan will be approved by PBOT's Director, our Commissioner, and the Office of Equity and Human Rights, and becomes part of the Bureau's work over the next 5 years and Portland Progress. Reporting on the work happens annually to the Office of Equity and Human Rights.
The PBOT Equity Committee has a Roadmap sub-committee guiding this work internally. There are currently over 25 City employees helping with PBOT's Roadmap Assessment and Racial Equity Plan, including a few staff from other Bureaus! The first draft of the work plan was finished at the end of October 2016. The final plan was due November 30th, will be approved in December, and become effective January 1st, 2017.
How was the Assessment Completed?
PBOT used many different qualitative and quantitative methods of information gathering to answer the 40 questions in the Roadmap. The four primary methods of engagement during the assessment phase were:
- Focus groups with staff, managers and Directors
- All staff survey scheduled to come out mid-September
- Director's Team work sessions
- Equity Committee work sessions via the Roadmap Sub-Committee

The 5 year PBOT Racial Equity Plan lines up with the City's Comprehensive Plan, The Portland Plan, and PBOT's Portland Progress, so that all of our equity actions support each other. PBOT also collaborated with many other Bureaus during this process to help leverage best practices citywide and gain some uniform strategies to create change.
The 5 Year Racial Equity Plan has action items that fall into six key themes, as demonstrated by the diagram below.
Each theme also has a 5 year objective, which speaks to our long term goal in that theme. Each action item also has performance measures and evaluation measures.
