(July 5, 2018) The next stage of the Foster Transportation and Streetscape Project construction begins on Monday, July 9, with the excavation, roadbed rebuild and paving of SE Foster Road between SE 82nd Avenue and SE 91st Avenue.
Work will begin on July 9 on the north side of Foster Road (westbound) between SE 84th/Ellis to approximately SE 89th Ave and will last for approximately two weeks. During all hours and all days, only one lane of travel will be open in each direction on Foster Road, as well as intersections at SE Ellis Street and SE 84th Avenue. All other north side street connections (SE 86th, SE 87th, and SE 88th) will be closed for the two week construction period. During the south side construction, beginning on approximately July 23 and lasting for two weeks, south side street connections (SE 85th, SE 86th, SE 87th and SE 88th) will be closed for the duration of the work. ADA accessible pedestrian crossings will be provided at SE 82nd, SE 87th and SE 90th during road construction. This work is weather-dependent and the schedule may change.
Road excavation and construction for the portion of Foster Road from SE 82nd to SE Ellis/84th Avenue will occur in August.
During construction, PBOT asks the public to travel cautiously, observe all lane closures and directions by reader boards and flaggers, and use alternate routes if possible.
The Foster Transportation and Streetscape Project will deliver a street that is safer and more attractive for people walking, biking, taking transit and driving. With improved crosswalks and other safety features, wider sidewalks, modern signals, new pavement, 190 street trees and new decorative street lights, the project will transform Foster Road into an inviting thoroughfare that supports a vibrant commercial district and enhances the quality of life in the surrounding neighborhoods.
The project extends from SE 50th Avenue to the western edge of the Lents Town Center at SE 91st Avenue. The changes to the street and urban design will transform Foster Road from a high-speed, auto-oriented corridor into a more balanced streetscape that is safer and more accessible for people walking, biking, taking public transit and driving. Additionally, the new design will support and enhance the growing mix of businesses and residences in the neighborhood.
Funding for the $9 million project comes from the Fixing our Streets Program, the Lents Town Center Urban Renewal District, Portland Transportation System Development Charges and a Metro grant.
