ADA Curb Ramp by Request Prioritization Criteria

Criteria for ADA Curb Ramp Selection

The first and principal criteria used in the curb ramp site selection is that the request be made by a person with a disability as defined by the Americans with Disabilities Act (ADA) or on behalf of a person with disabilities. Priority is given for providing access to one’s residence, place of work, government offices and facilities, places of public accommodations and routes to transit.  


 Below are the criteria considered when prioritizing curb ramp installation/repair requests:

ADA requests for curb ramps made by people with disabilities as defined by the Americans with Disability Act

 

 

Addresses requests that are received through the PBOT ADA Request Curb Ramp Program, from persons who use mobility devices, or on their behalf, to provide accessible transit routes based on their location and travel needs:

I. Priority is given to providing access to one’s residence, place of work, government offices and facilities, health facilities, schools, places of public accommodations and routes to transit

ADA requests for curb ramps that appear hazardous or in dangerous conditions by people with disabilities as defined by the Americans with Disability Act

These locations will be filled in on an as-received basis. They may also be incorporated into the work orders for routes identified in the categories below if along the route or in the nearby vicinity:

I. Identifies existing curb ramps reported, by inspectors or residents, and posted as trip and fall hazards or barriers to safe passage by people who use mobility devices

II. Identifies existing curb ramp that present a hazard or barrier to passage

High Pedestrian Crash Areas

Builds curb ramps in areas where there are clusters of pedestrian related crashes, especially marked crosswalks without ramps: 

I. Builds curb ramps in High Pedestrian Use Area which will cross-referenced with Vision Zero Crash Corridor data

High Pedestrian Use Areas

Priority is given to providing access to build curb ramp(s) for increased accessibility to places that have considerable pedestrian traffic:  

  • Central Business District or

  • Pedestrian Districts Citywide,

  • Arterial streets with any commercial zoning, high density zoning or Central Employment (EX) zoning,

  • Transit routes (bus, streetcar, and fixed rail), and

  • Routes leading to High Capacity Transit stations

Places with higher concentration of people with disabilities

Identifies locations where services are provided to people with disabilities and/or seniors:

I. Identifies locations where greater numbers of seniors and people with disabilities reside based on US Census data, location of accessible housing units, and other sources

 II. Identifies frequent service destinations for public transportation, particularly if curb ramps will remove the barrier to people using fixed-route transit instead of TriMet LIFT and other para-transit services

Fill in remaining gaps in the priority pedestrian network to serve key destinations

Provides accessible routes from point A to B around the following locations:

  • Local and state government offices and facilities
  • Hospital, clinics, and schools
  • Senior Centers and Public Housing
  • Business/Commercial Centers
