PBOT Administrative Rule Outreach Process FAQ Answers

1)     What is the process for PBOT to adopt an administrative rule?

PBOT will conduct a public outreach process for the changing of, or creation of, new administrative rules. This process will include a minimum 30-day comment period.

A tiered approach will be used to determine public outreach activities. Tier I includes clean-up or minor changes to existing administrative rules. Tier II includes new administrative rules or substantial changes to an existing rule. Additional factors may be used to further refine this process.

1)     What is an administrative rule?

A City of Portland “Administrative Rule” is defined in PCC 1.07.020.C.

2)     Where can I find other PBOT or City of Portland administrative rules?

The Portland Policy Documents webpage houses all City of Portland administrative rules. Click on the Transportation tab for PBOT administrative rules.

3)     Commonly used acronyms and abbreviations

- PBOT: Portland Bureau of Transportation 

- TRN: abbreviation of Transportation- all city bureaus use similar abbreviations as prefixes to differentiate their administrative rules (i.e. HOU: Housing, PRK: Parks & Rec, etc.)

- PCC: Portland City Code

- PPD: Portland Policy Documents

- DJC: Daily Journal of Commerce
