We are collecting speed and volume data on NE Glisan Street and on select neighborhood streets. We are also collecting transit and vehicle travel time data along NE Glisan Street to evaluate impacts of Phase I of the East Glisan Street Update.
We are also evaluating NE Glisan Street using guidelines for pedestrians and people biking and using transit.
The data is being gathered throughout February, and results will be available this spring.

Phase 1 status
Phase 1 is almost wrapped up. In the coming weeks, poles for the rapid flashing beacon at NE 128th Ave will be installed, and the crossing will be operational. At this point, we anticipate the signal poles will be installed before the end of the calendar year. After the poles are installed, the power company will need to energize the poles before they are operational; we anticipate this occurring early 2020. The crossing at NE 128th Ave and NE Glisan St. is part of larger federally funded project that requires coordination with multiple work crews at various locations.
We anticipate beginning our evaluation NE Glisan St. between NE 122nd Ave. and NE 162nd Ave. in spring 2020; more information about this can be found on our website.
Also, in early 2020, PBOT will break ground on a separate rapid flashing beacon at NE 87th Ave. and NE Glisan St.
Phase 2 of the East Glisan Street Update
Phase 2 will include a pedestrian hybrid beacon at NE 108th Ave, NE 155th Ave, and the restriping of NE Glisan St. between NE 102nd Ave and NE 122nd Ave.
The proposed cross section of Glisan between NE 102nd and 122nd is as follows: 1 east bound bike lane, 2 east bound general purpose lanes, 1 center turn lane, 1 west bound lane, parking lane, and 1 west bound bike lane. We are working on illustrations that should be available in January 2020 to better illustrate the proposed cross section of the street. This street design is based on recommendations from our East Portland Arterial Streets Strategy and from feedback from residents.
As far as proposed timing for phase 2, we anticipate beginning construction fall 2020 and completing construction spring 2021.
Phase 3 of the East Glisan Street Update
Phase 3 includes a signalized crossing at NE 113th to help kids get to Ventura Park Elementary School and Floyd Light Middle School safely. Phase 3 may also include streetlighting infill on NE Glisan St. between NE 82nd Ave. and 162nd Ave. We are still working to determine the funding source for streetlighting infill on Glisan; the most likely source of funding would be the next iteration of the Fixing Our Streets program.
Streetlighting infill includes placing new streetlights so that both sides of Glisan have streetlights which is best practice on high crash corridors like NE Glisan St. Streetlighting has been a common theme we heard during our conversations with residents and helps meet multiple city objectives including making people feel safe at night, encouraging walking, and improving visibility thereby making everyone safer. The need for more streetlighting was also called out on PBOT’s Walking While Black report, which can be found here. This effort highlighted the importance of streetlighting in making people feel safe on streets and sidewalks, particularly People of Color.
For phase 3, we anticipate beginning construction spring 2021 and completing construction fall 2021.
We appreciate everyone’s patience during this year’s construction season and recognize the impacts of multiple construction projects in the neighborhood. 2020 will also be a big construction year as we work to deliver a number of safety enhancements in East Portland.
