Street Tree Attachment Permits

When is a permit required?

  • Street trees: A permit is required for permanently attaching items to street trees, which are trees in the public right-of-way (typically located between the sidewalk and the curb). "Permanently" is defined as 6 or more continuous months in a 12-month period. 
  • Private trees: No permit is required for attaching items to private property trees.

Application and instructions

Only an owner of the property abutting the planting strip, the property owner's designee, or a neighborhood business association may apply for a street tree attachment permit.

There is a non-refundable fee for a street tree attachment permit application. The application can include trees at multiple addresses. The check should be addressed to City of Portland. Payment by cash, debit or credit card is also accepted when the application is dropped off in person at the Development Services Center

Download the Street Tree Attachment Permit Application, fill it out, and submit it with the fee to Urban Forestry in one of the following ways:

Timeline and process

Street tree attachment permits take approximately 3 weeks to process. Incomplete applications will delay the process.

After the application and fee have been received, an Urban Forestry Tree Inspector will contact the applicant to arrange an on-site meeting. The Tree Inspector will send the applicant either the street tree attachment permit or a letter denying the permit after the on-site meeting. 

Qualifying for a permit

The permittee must follow the street tree lighting permit guidelines if attaching ornamental lighting. 

The permitee must abide by the conditions of the permit or the permit may be revoked and/or future permits denied.
