Programmatic Permits

Programmatic Permits are blanket permits for public utilities and government agencies involved in routine tree maintenance. Only utilities and government agencies are eligible for Programmatic Permits. If you wish to apply for a Programmatic Permit or have a concern about tree work conducted under a Programmatic Permit, please contact Urban Forestry at trees@portlandoregon.gov or 503-823-TREE (8733).

Programmatic Permit applications for public comment

The following agencies have applied for a Programmatic Permit with PP&R Urban Forestry. Programmatic Permits are blanket permits for routine tree maintenance activities conducted by a public agency or utility and authorized under City Code Chapter 11.45 Programmatic Tree Permits. Programmatic Permits are valid for two years after issuance.

The public has two weeks to comment on a Programmatic Permit application before the permit is drafted. If you wish to obtain additional information about the following Programmatic Permit applications and/or comment on an application, please contact Urban Forestry at trees@portlandoregon.gov or 503-823-TREE (8733). You may also request to be notified of the final permit decision and public appeal period.

Pending Programmatic Permits permits for appeal

Urban Forestry has approved a Programmatic Permit for the following agencies. If the permit authorizes the removal of healthy, non-nuisance species trees that are 6 or more inches in diameter, a two-week public appeal period is triggered before the permit goes into effect. If the appeal opportunity is triggered, the public may appeal:

  • the approval of the Programmatic Permit, and/or
  • the conditions of the permit that authorize the removal of healthy, non-nuisance species trees that are 6 or more inches in diameter.

Appeals must be filed on Urban Forestry's appeal application form and received before the end of the appeal period end date. There is an application fee to appeal.

Tableau Performance Dashboards

The Programmatic Permit program is required by City Code to prevent cumulative adverse impacts on the urban forest and ensure the activities meet the goals and objectives of the Urban Forest Management Plan. The following dashboards provide data on the impacts of the program to date.

Permittee: Tree removal and planting data by permit holder.

Trees: Total number of removed and planted trees by genus and species.

Natural Areas: Total number of removed and planted trees in natural areas.
