Note: Regular meetings of the Community Sounding Board have now finished. Special meetings may be convened to discuss issues that arise during the remainder of the project.
The Community Sounding Board (CSB) provided advice to the Portland Water Bureau (PWB) on options for potential use, amenities and landscaping of the area of Reservoirs #3 and #4, to be developed in conjunction with decommissioning of the reservoirs and construction of a new underground reservoir. The CSB provided advice to the Project Team as conceptual design options were developed.
In discussing and evaluating the design options, the CSB considered the following:
The CSB considered comments from the public, including park users, area neighborhood associations, interest groups and individuals.
End Product from Process
The project team incorporated, as much as possible, Sounding Board advice into the conceptual plans for the aesthetic improvements to Reservoir #3 and #4. CSB members also provided advice on public outreach activities and construction mitigation measures.
The CSB included park users, neighborhood association representatives, a historic groups representative, and a Parks & Recreation staff person. Collectively, CSB members had knowledge of their community, Washington Park and the variety of concerns that have to do with the project.
While members represented particular neighborhoods and interests, CSB members participated as individuals. There was no requirement that CSB members formally consult or caucus with affiliated interests or constituencies. CSB members were encouraged to communicate with constituent groups regarding the CSB's work, and to report concerns and questions back to the CSB.
CSB members participated as volunteers who contribute their time, ideas, opinions and energy to the project. Click here for the membership list.
CSB meetings were open to the public. All meetings were held at the First United Methodist Church, 1838 SW Jefferson, Room 202, unless otherwise indicated.
